SIR: I have the honor to transmit herewith for the consideration of Congress a supplemental estimate of appropriation for the District of Columbia for the fiscal year 1933 in the amount of $8,000 for the maintenance of health-department dispensaries.

The details of this estimate, the necessity therefor, and the reason for its transmission at this time are set forth in the letter of the Director of the Bureau of the Budget transmitted herewith, with whose comments and observations thereon I concur.

SIR: I have the honor to submit herewith for your consideration the following estimate of appropriation in the amount of $8,000, for the maintenance of dispensaries of the health department of the District of Columbia for the fiscal year 1933, being supplemental to the estimates for this purpose appearing on page 675 of the 1933

Budget and in House Document No. 285, Seventy-second Congress, first session.

Health department, District of Columbia: For an additional amount
for the maintenance of a dispensary or dispensaries for the treatment
of indigent persons, $8,000, including the same objects specified for
this purpose in the Budget for 1933, and including alteration of quar-
ters, expenses of moving, and purchase and installation of equipment,
such work to be performed by day labor or otherwise in the discretion
of the Commissioners of the District of Columbia, fiscal year 1933
(act Feb. 23, 1931, vol. 46, pp. 1399-1400):

The purpose of this estimate is to provide an additional amount of $8,000, which, with the supplemental estimate of $7,000 appearing in House Document No. 285 and with the regular estimate of $29,000 appearing on page 675 of the 1933 Budget, will afford a total estimate of appropriation of $44,000 for the maintenance of dispensaries for the treatment of indigent persons during the fiscal year 1933. Since the supplemental estimate of $7,000, appearing in House Document No. 285, above referred to, was transmitted to Congress, it has been found that the amount included for making alterations to the building in the municipal center that would be used as an additional dispensary is insufficient for that purpose. The number of patients has also been increasing in such numbers as to require additional personnel for their proper treatment.

The foregoing estimate of appropriation is required to meet a contingency which has arisen since the transmission of the Budget for the fiscal year 1933, and its approval is recommended.

SIR: I have the honor to transmit herewith for the consideration of Congress a supplemental estimate of appropriation of $70,000 for the Department of the Interior for the fiscal year 1933, for the protection of the Palo Verde Valley, Calif., from overflow and destruction from Colorado River floods.

The details of this estimate, the necessity therefor, and the reason for its transmission at this time are set forth in the letter of the Director of the Bureau of the Budget transmitted herewith, with whose comments and observations thereon I concur.

SIR: I have the honor to submit herewith for your consideration a supplemental estimate of appropriation of $70,000 for the Department of the Interior for the fiscal year 1933, for the protection of the

Palo Verde Valley, Calif., from overflow and destruction by Colorado River floods, as follows:

Flood protection, Palo Verde Valley, Calif., 1933: For the protection of the Palo Verde Valley, Calif., from overflow and destruction by Colorado River floods, to be expended under the direction of the Secretary of the Interior for the purpose of repairing and reconstructing the levee system on the Colorado River in front of the said Palo Verde Valley, fiscal year 1933, $70,000, or so much thereof as may be necessary.

Estimate, 1933, $70,000.

The purpose of this estimate is to provide for the emergency relief of the Palo Verde Valley in California. Heavy snowfalls in the Colorado River watershed produced flood water that, on June 1, 1932, broke through the Colorado River levee in two places. The community has been able to repair one break, after a flooding of 10,000 of the 40,000 acres in productive cultivation, but its resources on account of this and previous flood-fighting work are now entirely exhausted. There will be imminent danger, in the event of further flood waters, of a complete inundation of the entire valley with resulting destruction of crops, lands, and homes. Legislation has passed the Senate and has been favorably reported to the House of Representatives which would authorize an appropriation of $70,000 for the protection of this valley. It is believed that the urgency of the situation is such as to call for an immediate appropriation for emergency relief.

The foregoing supplemental estimate of appropriation is required to meet a contingency which has arisen since the transmission of the Budget for the fiscal year 1933, and its approval is recommended. Very respectfully,
