ment which abhors tyranny, protects the meaneft fubject, and leaves the mind of man to its own exertions, unreftrained by those arbitrary, capricious, and impolitic fhackles, which confine and weaken its nobleft endeavours in almoft every other country of the world. This animates induftry, creates fertility, and fcatters plenty over the boisterous ifland of Great Britain, with a profufion unknown in the neighbouring nations, who behold with aftonishment fuch numbers of British fubjects, of both fexes, and of all ages, roaming difcontented through the lands of defpotism, in fearch of that happiness, which, if fatiety and the wanton reftleffness of wealth would permit, they have a much better prospect of enjoying in their own country.
