1 Joel Barlow, Agent and Conful General of the United States of America, for the City and Kingdom of Algiers, certify and atteft that the foregoing is a true copy of the treaty, concluded between the United States, and the Bey and Subjects of Tripoli of Barbary, of which the original is to be tranfmitted by me to the Minister of the said United States, in Lisbon.

fents with my hand, affix thereto the feal of the Confulate of the United States at Algiers, this 4th of January 1797. JOEL BARLOW.

To all to whom these prefents fhall come or be made

known:

Whereas the under written David Humphreys, hath been duly appointed Commiffioner Plenipo tentiary, by Letters Patent under the fignature of the Prefident and feal of the United States of America, dated the 30th of March 1795, for negociating and concluding a Treaty of Peace with the Moft Illuftrious, The Bafhaw, Lords and Governors of the City and Kingdom of Tripoli: Whereas by a writing under his hand and feal, dated the 10th of February 1796, he did (in conformity to the authority committed me therefore) conftitute and appoint Joel Barlow, and Jofeph Donaldfon, junior, agents, jointly and feparately, in the bufinefs aforefaid: Whereas the annexed Treaty of Peace and friendship, was agreed upon, figned and fealed at Tripoli of Barbary on the 4th of November 1796, in virtue of the power aforefaid, and guaranteed by the Moft Potent Dey and Regency of Algiers; and whereas the fame was certified at Algiers on the 3d day of January 1797, with the fignature

and feal of Haffan Bafhaw, Dey, and of Joel Barlow, one of the agents aforefaid

Now know ye, That I David Humphreys commiffioner plenipotentiary aforefaid, do approve and conclude the faid treaty, and every article and clause therein contained, referving the fame nevertheless for the final ratification of the Prefident of the United States of America, by and with the advice and confent of the Senate of the faid United States.

In tefimony whereof, I have figned the fame with my name and feal, at the city of Lif bon this 10th of February, 1797.

Now be it known, That I John Adams, Prefident of the United States of America, having feen and confidered the faid Treaty, do, by and with the adviceand confent of the Senate, accept, ratify, and confirm the fame, and every clause and article thereof. And to the end that the said Treaty may be observed and performed with good faith on the part of the United States, I have ordered the premifes to be made public;-and I do hereby enjoin and require all perfons bearing office, civil or military, within the United States, and all other citizens or inhabitants thereof faithfully to observe and fulfil the faid Treaty and every claufe and article thereof.

In teftimony whereof, I have caufed the Seal of the United States of America to be affixed to these Prefents, and figned the fame (L. S.) with my hand. Done at the City of Philadelphia, the Tenth day of June, one Thoufand
