HERE is perhaps no problem in hiftory fo fingular and unaccountable as the decadence of the power and fplendor of the extenfive States of Barbary; which, while Carthage was in the meridian of its glory, were the feat of unrivalled greatnefs, and anterior to Rome itself in arts, in fcience, in magnificence and refinement.

The original inhabitants of this country, according to the most authentic hiftorians, were the Phonecians, and after them the Carthagenians, the
