of amending by law, that part of the 5th section of the act entitled, "An act to regulate the duties on imposts and tonnage," which is in the following words, and in all casess where an advalorem duty shall be charged, it shall be calculated on the nett cost of the article at the place whence imported, (exclusive of packages, commissions, and all charges,) with the usual addition, established by law, of twenty per centum on all merchandise imported from places beyond the Cape of Good Hope, and ten per centum on articles imported from all other places."

The Speaker laid before the House, a letter from the Secretary of the Navy, transmitting a statement of the expenditure and application of the moneys drawn from the Treasury, on account of the navy, during the year ending 30th September, 1816, and of the unexpended balance of former appropriations, on the 1st October, 1815, which were ordered to lie on the table.

The Speaker also laid before the House, a letter from the Secretary of the Treasury, transmitting, the annual list of the clerks employed in the Treasury, during the year 1816, with the salary allowed to each, which were ordered to lie on the table.

The message received yesterday from the President of the United States, was read, and is as follows:

I communicate for the information of Congress, the report of the director of the Mint, of the operation of that establishment during the last year.

The House proceeded to consider the bill for the relief of Henry Malcolm; Whereupon

Mr. Robertson, laid before House sundry reports in relation to land titles in the State of Louisiana, transmitted to him by the commissioner of the General Land Office, which were referred to the committee on the Public Lands.

The bill from the Senate "for the relief of the

legal representatives of Ignace Chalmet Delino, deceased, and of Anthony Cruzat, and L. P. Deverges," was read the first and second time, and referred to the committee of Claims.

A message from the Senate by Mr. Cutts, their Secretary:

Mr. Speaker-The Senate have passed a bill' entitled "An act to authorize a new edition of the collection of laws respecting the public lands," in which they ask the concurrence of this House. And he withdrew.

On motion of Mr. Forsyth,

The House proceeded to consider the resolution submitted by him yesterday; and being again

A motion was made by Mr. Yancey, and seconded, that the House do now again resolve itself into a committee of the whole on the bill to amend the act authorizing the payment for property lost, captured, or destroyed by the enemy while in the military service of the United States. And the question being taken,

It was determined in the negative.

Ordered, That the committee of the whole House be discharged from a further consideration of the said bill.

And then the House adjourned.

WEDNESDAY January 8th, 1817.

Mr. Vosc, presented a petition of sundry inhabitants of Nelson, in the State of New-Hampshire, praying that the mails may not be transported or opened on Sundays.

Mr. Champion presented like petitions from sundry inhabitants of the State of Connecticut.

Ordered, That the said petitions be referred to the committee appointed on a similar petition, from the inhabitants of Southampton, in Massachu

setts.

Mr. Vose, also presented petitions from sundry inhabitants of Sunderland, and South Hadley, in the State of Massachusetts, praying for the establishments of post-routes

Ordered, That the said petitions be referred to the committee on the Post-Office and Post-Roads.

Mr. Ward, presented a petition of Peter C. Tupper, of Valencia, in the kingdom of Spain, merchant, by his attorney, William Gray, of Boston, in the State of Massachusetts, praying to be paid a loan-office certificate, issued in the revolutionary war.

Mr. Carr, presented a petition of William Rice, praying to be paid for that part of a ship belonging to him, which was destroyed by the British forces at Bangor, in the District of Maine, during the late war; he, at the time of the destruction being in the military service of the United States. by which he was prevented from placing the said ship beyond the reach of the enemy.

Mr. Archer, presented a petition of James Orr, praying to be paid for a vessel sunk by public authority, in the entrance of the harbour of Baltimore, during the military operations in the neighbourhood of that city in the late war.
