of land, lying at or near the mouth of Carrying river on Lake Erie, may be granted to him and his associates. upon their completing a good and sufficient canal from the mouth of said river into Sandusky bay on said lake.

Ordered, That the said petition be referred to the committee on Roads and Canals.

Mr Lattimore presented a petition of Samuel Dale, stating that he purchased a quantity of coffee of a certain John Cornels, a half bred Creek Indian, which he transported by land into the State of Georgia, where it was seized, libelled, condemned and sold for a violation of the act imposing import duties, and alleging that he was ignorant of any such act, and praying such relief in the premises as Congress may think right and proper to grant.

Ordered, That the said petition be referred to the Secretary of the Treasury.

Mr Lowndes, from the committee of Ways and Means, to which were referred the petitions of Ezeziel Williams, John Heard, John M. Hendricks, Edwin Spatford, and Archibald Hayes, Ephraim Jones and John Full. reported a bill authorizing the Secretary of the Treasury to remit the duties therein mentioned; which was read the first and second time, and committed to the committee of the whole House on the bill supplementary to an act, providing for the relief of persons imprisoned for debts due to the United States.

Mr. Lowndes from the same committee, reported a bill respecting the assessment and collection of the direct tax; which was read the first and second time and committed to the committee of the whole House on the bill making provision for the redemption of the public debt.

Mr. Lowndes also reported a bill authorizing

the deposit of the papers of foreign vessels with the consul of their respective nations; which was read the first and second time and committed to the committee of the whole House last mentioned. Mr. Lowndes also made a favourable report on the petitions of William Thornton and William Elliott, of the Patent Office; which was read and, together with the petitions, referred to the committee appointed on the 23d instant, upon the sub ject of Clerk's salaries.

Mr. Robertson from the committee on the Public Lands, to which were referred the resolutions of the legislature of the Territory of Missouri and the resolutions of the 11th and 19th ultimo, made a report thereon, which was read: When,

Mr. Robertson from the committee on the Public Lands, reported a bill making provision for the establishment of additional land offices in the Territory of Missouri, and for the final adjustment of claims to town and village lots therein; which was read the first and second time and committed to a committee of the whole House on Monday next.

Mr. Robertson from the same committee to which was referred the bill froin the Senate, "for the relief of William Edwards," reported the same without amendment.

Ordered, That the said bill be committed to the committee of the whole House last appointed.

Mr. Ingham, from the committee on the PostOffice and Post-Roads, made a report on the petition of the American Bible Society, which was read and ordered to lie on the table.

Mr. Forsyth, from the committee on Foreign Affairs, reported a bill to amend the acts for the government and regulation of searnen in the merchant service, and for the relief of distressed and destitute American seamen in foreign ports;

which was read the first and second time, and committed to the committee of the whole House, on the bill concerning the navigation of the United States.

Ordered, That the committee on Foreign Af fairs, be discharged from a further consideration of the petitions of the merchants of Norfolk, Newburyport and Alexandria, and that leave be given

to withdraw the same.

Mr. Bateinan, from the committee on Roads and Canals, reported a bill to regulate the laying out and making a road from the Ohio river, opposite where the Cumberland road strikes that river to the State of Indiana; which was read the first and second ime, and committed to a committee of the whole House on Monday next.

Ordered, That the committee on Naval Affairs be discharged from a further consideration of the petition of Ann Feran, and that it be referred to the committee of the whole House on the bill for the benefit of the widows and orphans of the officers and crew of the brig Epervier.

Mr. Calhoun, from the committee to which was referred the resolution from the Senate, to employ John Trumbull to compose and execute certain paintings, reported the same without amendment.

Ordered, That the said resolution be committed to a committee of the whole House on Monday next.

Mr. Wright submitted the following resolution, which was read, considered, and rejected by the House:.

Resolved, That a committee be appointed to inquire into the expediency of relieving such citizens as have had their property destroyed, or so occupied by the enemy, as to render the same unprofit able, so far at least as relates to their taxes, or

such other relief as they may think proper, and to devise such means of obtaining correct information, so that the public may be secured from imposition, and the real sufferers relieved.

A message in writing was received from the President of the United States, by Mr. Todd, his Secretary; which he delivered in at the Speaker's table, and withdrew.

The House proceeded to consider the report of the committee of the whole House, on the bill to prevent citizens of the United States, from selling vessels of war to citizens or subjects of any foreign power, and more effectually to prevent the arming and equipping vessels of war in the ports of the United States, intended to be used against nations in amity with the United States, and the amendments reported thereto by the said committee of the whole House being read at the Clerk's table, the first was rejected, and the second and third concurred in by the House.

A motion was then made by Mr. Parris, further to amend the said bill, by striking out the third section thereof.

MONDAY, January 27, 1817.

Ordered, That Mr. Irwin, of Pa. have leave of absence for six days.

Mr. Mason, presented a petition of the officers and soldiers of the Rhode-Island brigade in the revolutionary army, their heirs and representatives, praying compensation for the services of the said brigade.

Mr. Hopkinson presented a petition of James Donaher, praying for a pension, and for the pay

duc for his services as a soldier in the revolutionary army.

On motion of Mr. Southard,

Ordered, That the petition of Daniel Moffett, presented on the 9th of February, 1816, be refer red to the same committee.

Mr. Boss presented a petition of Stephen T. Northam, John G. Whitehorn and Samuel Whitehorn, praying for the remission of a part of the duties imposed on their distillery as the said distillery was so injured by a storm and raising of the waters so to render it wholly useless.

Mr. Breckenridge presented a petition of sundry inhabitants of the county of Rockbridge, in Virginia, praying that certain forfeitures incurred by them in their distilling business may be remitted, and that discounts may be allowed to those whose distilleries were unemployed, and whose licenses had not expired on the 1st July last.

Ordered, That the said petitions be referred to the committee appointed on a similar petition from the inhabitants of Southampton, in Massachusetts.

Mr Condict presented a petition of sundry manufacturers of bar iron, in New-Jersey, praying that additional duties may be laid on that article imported in the United States.

Mr. Law presented a petition of Martin Warner, of Derby, in the State of Connecticut, praying to be allowed the bounty on a fishing voyage, denied him by the collector of the district of Fairfield, on account of an irregularity in the clearance of his vessel.

Ordered, That the said petitions be referred to the committee of Commerce and Manufactures. Mr. Hopkinson presented a petition of Timothy Cursin, praying compensation for the use of his house in Philadelphia, as an hospital, as also for
