enable the President of the United States, to hold treaties with the Indian tribes for the purpose therein mentioned; An act providing for the division of certain quarter sections in future sales of the public lands; and An act for the relief of John Haslet; in which amendments and bills they ask the concurrence of this House. And thien he withdrew.

Mr. Smith of Md. presented a petition of Charles Wirgman, praying that the duties paid by him on the importation of a quantity of copper bolts, may be remitted, as the supreme court of the United States, have decreed that copper bolts are not subject to import duty under existing laws.

Ordered, That the said petition be referred to the committee of Ways and Means.

Mr. Crawford, from the joint committee for enrolled bills, reported that the committee had examined an enrolled bill entitled, "An act to repeal, after the close of the present session of Congress, the act entitled, An act to change the mode of compensation to the members of the Senate and House of Representatives and the delegates from Territories,' passed on the 19th day of March, 1816." Also a resolution to employ John Trumbull, to compose and execute certain paintings, and had found the same to be truly enrolled: When,

Ordered, That the Clerk acquaint the Senate therewith.

The order of the day for the House to resolve itself into the committee of the whole, to which is committed the several bills to incorporate the Farmers and Mechanics' Bank of Georgetown, the Central Bank of Georgetown and Washington, the Union Bank of Alexandria, the Patriotic Bank of Washington, the Bank of the Metropolis, and the Franklin Bank of Alexandria, as also the bill to

extend the charters of certain Banks in the District of Columbia. and the bill to prevent the circulation of the notes of unchartered Banks in the District of Columbia, being called, a motion was made by Mr. Randolph to di-charge the committee of the whole House from a further consideration thereof, and that the said bills, except the last mentioned, be postponed indefinitely.

A division of the question was called for,

And being taken on the first member, to wit:"Shall the committee of the whole House be discharged from a further consideration of the said bills?"
