Mr. Robertson, from the committee on the Public Lands, reported a bill authorizing the sale of a fraction of land in the district of Vincennes, which was read the first and second time, and committed to the committee of the whole House on the bill to establish additional land-offices in the Territory of Missouri.

Mr. Hulbert, from the committee to which was referred the petition of the Berkshire Association for the promotion cf Agriculture and Manufactures, made a report thereon, which was read: When,

Mr Hulbert reported a bill to establish a national board of agriculture, which was read the firstand second time, and committed to a committee of the whole House on Monday next.

Mr. Johnson, of Ky. from the committee on Military Affairs, made unfavourable reports on the following subjects referred to that committee during the session, to wit:

On the petition of Archibald M'Donald.
On the petition of James Babbitt.
On the petition of James H. Rose.
On the petition of Isidore Rinensio.
On the petition of Nimrod Young.
On the petition of Henry Bradley.

On the resolution of the 30th ultimo, proposing an allowance of bounty land to soldiers who enlisted previous to the commencement of the late

war.

On the resolution of the 15th ultimo, proposing an allowance of the extra pay and bounty to the representatives of such soldiers as died before being mustered in their regiment.

On the resolution of the 27th of December, last,

proposing to amend the act of the last session, making further provision for military services during the late war.

Ordered. That the said reports lie on the table. Mr. Forsyth, from the committee on Foreign Relations, reported a hill to regulate the trade in plaster of Paris, which was read the first and second time, and committed to a committee of the whole House to-morrow.

On motion of Mr. Jackson,

Resolved, That a committee be appointed on part of the House of Representatives of the United States, to notify the honourable James Monroe, of his election to the office of President of the United States, for the ensuing term of four years and that the Speaker of this House cause a similar notice to be given to the honourable Daniel D. Tompkins, of his election to the office of Vice-President of the United States, for the same term

Mr. Jackson, and Mr. Pitkin, were appointed a committee pursuant to the said resolution.

On motion of Mr Yates,

Resolved, That the committee on the Post-Office and Post-Roads, be instructed to inquire into the expediency of establishing a post-road from the town of Madison, in Madison county, State of New-York, to the Sullivan post-office at the Chittenango creek, by the way of the village of Peterborough, in the same county.

Ön motion of Mr. Betts,

Resolved, That the committee on Pensions and Revolutionary Claims inquire into the expediency of allowing to Obadiah Cunningham, the amount of a loan-office certificate No. 62, with interest, signed Francis Hopkinson, treasurer of loans, and

issued December 21, 1779, to Robert Hoops or bearer.

A message from the Senate by Mr Cutts, their Secretary:

Mr. Speaker-The Senate have passed bills of the following titles, to wit: "An act to establish a separate territorial government for the eastern part of the Mississippi Territory;" and "An act to set apart and dispose of certain public lands for the encouragement of the cultivation of the vine and olive;" and the bill from the House entitled, "An act concerning the navigation of the United States," with amendments, in which bills and amendments they ask the concurrence of this House. And then he withdrew.

The Speaker laid before the House a letter from the Secretary of the Navy, transmitting two hundred copies of the register of the officers of the Navy, for the use of the members of this House

The House again resumed the consideration of the resolution submitted by Mr. Williams, to abolish the internal duties; and the question recurred on the first member of the amendment proposed yesterday by Mr. Mills: Whereupon,

A motion was made by Mr. Thomas, to postpone the further consideration of the said resolution and the amendments thereto depending, until the second day of March next.

And the question being taken thereon,

It passed in the affirmative, Nays.73
