Ordered, That the petition of the inhabitants of West Florida, presented on the 27th of February, 1816, and the petitions of sundry inhabitants of Louisiana, presented on the 19th February, 1816, and the 12th March, 1816, be referred to the committee on the Public Lands.

On motion of Mr. Lattimore,

Ordered, That the petitions of the heirs of John Baptiste Baudreaux, presented on the 18th January, 1815, and the 14th December, 1815; of Edwin Lewis, presented on the 4th January, 1816; of James Hunt, presented on the 4th January, 1816. of Henry Henninger, presented on the 5th January, 1816; and of sundry inhabitants of Mobile, Jackson, and Hancock counties, in the Mississippi Territory, presented on the 1st February, last, be referred to the committee on the Public Lands.

Mr. Lattimore presented a petition of sundry inhabitants of Jackson county, on the Mississippi Territory, praying that all persons who have been returned as actual settlers by the board of commissioners may receive grants for the lands on which they reside.

Ordered, That the said petition be referred to the committee on the Public Lands.

The Speaker laid before the House a letter from the Acting Secretary of War, transmitting

the report of the commissioners appointed to mark and survey a road from Reynoldsburgh, on the Tennessee river, through the Chickasaw nation; which were read and referred to Mr. Reynolds, Mr. Sharpe, Mr. Creighton, Mr. Griffin, and Mr. Baer.

Mr. Taylor, of N. Y. from the committee of Elections, made the following report which was read and ordered to lie on the table:

"The committee of Elections report in part, that they have examined the certificates of election, and other credentials, of the following members, and find them sufficient to entitle them to seats in this House, to wit:

From the State of Massachusetts, James Carr, Benjamin Adams, to supply the vacancy occasioned by the death of Elijah Brigham; from the State of New-York, Archibald S. Clark, to supply the vacancy occasioned by the resignation of Peter B. Porter; Daniel Avery, to supply the vacancy occasioned by the resignation of Enos_T. Throop; from the State of Maryland, George Peter, to supply the vacancy occasioned by the resignation of Alexander Contee Hanson; Peter Little, to supply the vacancy occasioned by the resignation of William Pinkney; from the State of North-Carolina, Samuel Dickens, to supply the vacancy occasioned by the death of Richard Stanford; Charles Hooks, to supply the vacancy occasioned by the resignation of William R. King; from the State of Kentucky, Thomas Fletcher, to supply the vacaney occasioned by the resignation of James Clarks from the State of Ohio, William Henry Harrison, to supply the vacancy occasioned by the resigna tion of John M.Lean; from the State of Indiana, William Hendricks; from the Territory of Illinois, Nathaniel Pope."

Ordered, That the committee of Claims be dis charged from a further consideration of the peti tion of James Ware, and that it be referred to the committee on Pensious and Revolutionary Claims.

Mr. Yancey from the committee appointed on the petition of Nathaniel Williams, made a report 'thereon, which was read: When

Mr. Yancey, reported a bill for the relief of the said Nathaniel Williams, which was read the first and second time, and committed to a committee of the whole House to-day.

Mr. Forsyth, from the committee appointed on the 4th inst. to present to the President of the United States a resolution adopted by this House on that day, reported that the committee had performed that service, and that the President answered that he would attend to the request contained in the said resolution.

Mr. Johnson, of Ky. from the committee on Military Affairs, reported a bill for the relief of the infirm. disabled, and superannuated officers and soldiers of the revolutionary war, the late war, the army of the United States for the time being, and the militia in service during the late war; which was read the first and second time, and committed to a committee of the whole House on Monday

next.

Mr. Wilde, from the committee on the subject of a National University, made a report, which was read: When

Mr. Wilde reported a bill for the establishment of a National University; which was read the first and second time, and committed to a committee of the whole House to-morrow.

On motion of Mr. Forsyth,

Resolved, That the committee of Ways and

Means be instructed to inquire into the propriety and expediency of allowing to the State of Georgia fifteen per centum out of her quota of the direct tax of 1816, assumed by the State and paid at the Treasury of the United States within the tine prescribed by law-the usual abatement not being allowed at the Treasury, in consequence of the omission of the governor to give notice of the States' assumption within the time prescribed by the act of Congress.

The Speaker laid before the House a letter from the commissioner of the General Land Oilice, transmitting the reports of the land commissioners for the eastern district of Louisiana, of the commissioners of the Missouri Territory, and of the recorder of land titles in the same Territory, being eleven bound volumes.

Ordered, That they be referred to the committee on the Public Lands.

On motion of Mr. Desha,

Ordered, That the committee on Pensions and Revolutionary Claims be instructed to inquire into the expediency of placing John M'Kenney, an inhabitant of the State of Kentucky, who received several wounds while in the service of his country, in the former Indian war, on the list of pensioners.

Mr. Pickens submitted the following proposition to amend the Constitution of the United States, which was twice read, and committed to the committee of the whole House on the state of the Union.

Resolved, by the Senate and House of Representatives of the United States of America, in Congress asseinbled, two thirds of both Houses concurring therein; that the following amendment to the Constitution of the United States, be proposed to the legislatures of the several States,
