Ordered, That the title be as aforesaid, and that the Clerk carry the said bill to the Senate and ask their concurrence therein.

Ordered, That the committee of the whole House, to which is committed the bill for the relief of Anthony Buck, be discharged from a further consideration of the same.

The House then proceeded to consider the said bill: When

A motion was made by Mr. Root to lay it on the table; which motion was rejected by the House. Ordered, That the said bill be engrossed and read a third time to day.

The bill from the Senate, entitled "An act to amend and explain an act giving pensions to the widows and orphans of persons slain in the public or private armed vessels of the United States," was read a third time and passed.

Ordered, That the Clerk acquaint the Senate therewith.

The amendments proposed by the Senate to the bill, entitled "An act transferring the duties of commissioner of loans to the Bank of the United States, and abolishing the office of commissioner of loans," were read and concurred in by the House.

The amendments proposed by the Senate to the bill, entitled "An act respecting the assessment

and collection of the direct tax," were read and also concurred in.

Ordered, That the Clerk acquaint the Senate therewith.

The amendments proposed by the Senate to the bill, entitled "An act making appropriations for the support of the navy of the United States for the year 1817," were read and committed to a committee of the whole House to-day.

The amendments proposed by the Senate to the bill, entitled "An act making additional appropriations to defray the expenses of the army and militia during the late war with Great Britain," were read and committed to the committee of the whole House last mentioned.

The amendments proposed by the Senate to the bill, entitled “An act making appropriations for the support of the military establishment of the United States for the year 1817," were read and committed to the committee of the whole House last mentioned.

The bill from the Senate, entitled "An act making appropriations for carrying into effect certain Indian treaties, and for other purposes," was read the first and second time and committed to the committee of the whole House last mentioned.

The amendments proposed by the Senate to the bill, entitled "An act more effectually to preserve the neutral relations of the United States." were read and referred to the committee on Foreign Relations.

The amendments proposed by the Senate to the bill, entitled An act to provide for the redemp tion of the public debt," were read and disagreed to by the House.

Ordered, That the Clerk acquaint the Senate therewith.

The bill from the Senate, entitled, "An act to amend an act for organizing the general staff, and making further provision for the army of the United States," was read the first and second time, and referred to the committee on Military Affairs. The bill from the Senate, entitled, "An act providing an additional compensation to the circuit judge of the sixth circuit of the United States,' was read the first and second time, and ordered to lie on the table.

The bill from the Senate, entitled, "An act to secure, in certain cases, the bounty in land to the heirs of deceased soldiers," was read the first and second time, and referred to the committee ou Military Affairs.

The bill from the Senate, entitled, " An act to amend the act, entitled, An act to establish the judicial courts of the United States," was read the first and second time, and ordered to lie on the table.

The bill from the Senate, entitled, "An act to establish post-roads," was read the first and second time, and ordered to lie on the table.

The bill from the Senate, entitled, "An act to continue in force an act, entitled, 'An act further to provide for the collection of duties on imports and tonnage,' passed the 3d of March, 1815, and for other purposes," was read the first and second time. and ordered to lie on the table.

The bill from the Senate, entitled, "An act to continue in force an act, entitled, An act for establishing trading houses with the Indian tribes," was read the first and second time, and ordered to be read a third time to-day.

The said bill was accordingly read the third time and passed.

Ordered, That the Clerk acquaint the Senate therewith.

On motion of Mr. Mills, it was

Resolved unanimously, That the thanks of this House be presented to the honourable Henry Clay, for the ability and impartiality with which he has presided over its deliberations, and the correctness with which he has performed the arduous and important duties of the chair.

The bill from the Senate, entitled, " An act to incorporate the subscribers to certain banks in the District of Columbia, and to prevent the circulation of the notes of unchartered associations within the said district," was read the third time and passed as amended.

Ordered, That the Clerk acquaint the Senate therewith.

A message from the Senate, by Mr Cutts, their Secretary:

Mr. Speaker-The Senate recede from their amendments to the bill, entitled, " An act providing for the redemption of the public debt." They have passed bilis from this House of the following titles:

An act for erecting a light-house on the west chop of Holmes' Hole bai bour, in the State of Massachusetts;

An act for the relief of Isaac Lawrence and others, merchants, residing in the city of New-York; An act for the relief of Charles Williams; An act for the relief of William Chism; An act for the relief of William Cliver; An art allowing further tine for entering donation rights to lands in the district of Detroit;

An act making provision for the location of the lands reserved by the first article of the treaty of the 9th of August, 1814, between the United

States and the Creek Indians, to certain chiefs and warriors of that nation, and for other purposes;

An act to amend an act entitled "An act making further provision for military services during the late war," and for other purposes;

An act concerning invalid pensioners;

An act for the relief of Mary Wells; and

An act to regulate the trade in plaster of Paris; with amendments to the five latter. They have also passed bills of the following titles, to wit:

An act compensating Peter Haguer, and an act for the relief of the heirs of William B Carter; as also a resolution respecting the contracts for printing for Congress; in which amendments, bills, and resolution they ask the concurrence of this House. And then he withdrew.

A message was received from the President of the United States, by Mr. Todd, his Secretary, who, by command of the President, returned to the House the bill passed by the two Houses, entitled "An act to set apart and pledge certain funds for internal improvements," and presented to the President for his approbation and signature, this day, to which bill the President having made objections, the same were also delivered in by the said Secretary; who then withdrew.

The said objections were read, and are as follows:
