Mr. Clark of N. Y. Mr. Grosvenor, Mr. Webster, Mr. Pleasants, Mr. Carr, Mr. McLean, and Mr. Moore, were appointed the said committee.

Ordered, That the committee of the whole, to whom was yesterday referred the petition from sundry inhabitants of the Niagara frontier, as also the Report of the Acting Secretary of War, on the petition of Robert Sewall, be discharged from the further consideration thereof; and that the said petition and report, together with the petition of said Sewall, be referred to the committee last appointed.

On motion of Mr. Wendover,

Ordered, That the petition of Miller and Baker, presented on the 15th March, 1816, be referred to the committee of Claims.

On motion by Mr. Hopkinson,

Ordered, That the petition of Laurent Bazadone, presented on the 24th February, 1816, be referred to the same committee.

Mr. Wendover presented a petition of Garret J. Blauvelt & Garret Oblenis, executors of the will of Hendrick Oblenis, deceased, praying to be paid the sum of certain certificates issued to the said Hendricks for services in the revolutionary

war.

Mr. Pleasants presented a petition of Henry Tatum, praying to be paid for his services as an officer in the revolutionary army.

Mr. Taylor of S. C. presented documents in support of a claim of Sion Holly to a pension. Ordered, That the said petitions and documents be referred to committee on Pensions and Revolutionary Claims.

On motion by Mr. Pleasants,

Ordered, That the petition of David Ross, presented on the 12th day of July, 1813, be also referred to the same committee.

On motion of Mr. Wendover,

Ordered, That the petition of Boggs & Thompson, presented on the 20th day of March, 1816, be referred to the committee of Commerce and Manufactures.

Mr. Irving of N. Y. presented a petition of the umbrella makers in the city of New-York, praying that specific duties may be imposed on umbrellas imported into the United States.

Ordered, That the said petition be referred to the committee of Ways and Means.

Mr. Heister presented a petition of sundry inhabitants of the counties of Berks, Schuylkill, and Northumberland, in the State of Pennsylvania, praying for the establishment of a post-route.

Ordered, That the said petition be referred to the committee on the Post-Office and Post-Roads. On motion of Mr. Bassett,

Ordered, That the petition of captain Teakle Savage, presented on the 30th of March, 1816, be referred to the committee on Naval Affairs.

Mr. Thomas presented a petition of John W. Simpson, praying for a pre-emption right in the purchase of five or six sections of land in the county lately acquired by general Jackson from the Creck Indians, on which he proposes to erect va. rious manufacturing establishments.

Ordered. That the said petition be referred to the committee on the Public Lands.

On motion of Mr. Ormsby,

Ordered, That the petition of Jacob Yoder, presented on the 14th of November, 1811, be referred to the committee on Private Land Claims.

The Speaker laid before the House sundry documents in relation to the contested clection between John Scott and Rufus Easton, which were referred to the committee of Elections.

Mr. Yancey, from the committee of Claims, made reports on the petitions of Rachel Ven, James Goddard, John M Crea, Barry & Hodge, and John A. Thomas, which were read, and the resolutions therein contained severally agreed to by the House, as follows:

Resolved, That the prayer of the petition of Rachel Ven ought not to be granted.

Resolved, That the prayer of the petition of James Goddard ought not to be granted.

Resolved, That the prayer of the petition of John M-Crea ought not to be granted.

Kesuived, That the prayer of the petition of Edward Barry & George Hodge ought not to be granted.

Resolved, That the prayer of the petition of John A. Thomas ought not to be granted.

Mr. Yancey also made a report on the petition of Elias Parks, which was read and ordered to lie on the table.

Ordered, That the committee of Claims be discharged from a further consideration of the petition of Elizabeth Albert, and that it be referred to the committee of the whole House on the bill concerning the invalids of the revolutionary war and of the widows and children of the militia.

Mr. Lowndes from the committee of Ways and Means. reported a bill directing the discharge of Nathaniel Taft from imprisonment, which was read the first and second time and committed to the committee of the whole House on the bill for the relief of Henry Malcolm.

Mr. Tucker, from the committee on the District of Columbia, repòrted a bill to incorporate the subscribers to a bank in Georgetown, in the District of Columbia, by the name and style of "The Farmers and Mechanics' Bank of George

town," and for other purposes, which was read the first and second time and committed to a committee of the whole House on Monday next

Mr. Tucker also reported a bill to incorporate the subscribers to a bank in Georgetown, in the District of Columbia, by the name and style of "The Central Bank of Georgetown and Washington," and for other purposes, which was read the first and second time and committed to a committee of the whole House last appointed.

Mr. Tucker also reported a bill to incorporate the subscribers to a bank in the town of Alexandria, in the District of Columbia, by the name and style of "The Union Bank of Alexandria," which was read the first and second time and committed to the committee of the whole House last appointed.

Mr. Tucker also reported a bill to incorporate "The Patriotic Bank of Washington," which was read a first and second time and committed to the committee of the whole House last appointed.

Mr. Tucker also reported a bill to extend the charters of certain Banks in the District of Columbia, and for other purposes, which was read the first and second time and committed to the committee of the whole House last appointed.

Mr. Tucker also reported a bill to prevent the circulation of the notes of unchartered Banks in the District of Columbia, which was read the first and second time and committed to the committee of the whole House last appointed

The Speaker laid before the House a Report from the Secretary of the Navy on the petition of Thomas Murray, which was read and referred to the committee on Naval Affairs.

On motion by Mr. Hugh Nelson,

Resolved, That the committee on the Post-Office and Post-Roads he instructed to inquire into

the expediency of establishing a post-route from Brown's turnpike by Micker's, now Graham's store, to Charlotteville, in Virginia.

On motion of Mr. Moore,

Resolved, That the committee on Pensions and Revolutionary Claims be instructed to inquire into the propriety of increasing the pension by the United States to Joseph Kerr, a soldier of the evolutionary army.

The Speaker laid before the House a letter from the Secretary of the Treasury, transmitting his annual report upon the state of the finances, which was read and referred to the committee of Ways and Means.

The House then again resolved itself into a committee of the whole on the state of the Union, to which was committed a proposition of amendment to the Constitution of the United States submitted by Mr. Pickens; and after some time spent therein, Mr. Speaker resumed the chair, and Mr Smith of Md. reported the said proposition without amendment.

The House proceeded to consider the said proposition, and the same being again read, Mr. Pickering moved to amend the same: Whereupon,

The said proposition and amendment were ordered to lie on the table.

Ordered, That when this House adjourns it will adjourn to meet again on Monday next.

And then it adjourned till twelve o'clock on that day.
