interference and direction. There are now upwards of twenty establishments in the city, from which are issued weekly and semiweekly, and daily publications, and it cannot be presumed that business men there usually subscribe for or receive a journal published weekly only. It is not now necessary to post a copy of the notice upon the court-house door; and it is no longer in the power of the insolvent to prefer his confidential creditors, and hence a much larger amount of property will go into the hands of the assignees, who will hold these effects as trustees for the creditors.

The committee will not, upon this occasion, go into a detail of facts and arguments to prove what must be evident to every member of the Senate, that the greatest possible publicity ought to be given of these proceedings, without burthening the applicant with unnecessary expense, that there should be some certainty in this respect. The committee have observed notices of this kind upon the envelop of a respectable weekly literary journal, published in the city, and we have information that insolvent notices have been inserted in an obscure journal, limited and circumscribed in its circulation, actually printed out of the city, but brought into it, and a few copies published and circulated there, not for the purpose of giving information, but to make the notice technically legal. A similar notice was undoubtly published in one of the daily journals, but the chances of information were diminished one half.

The committee believe it will be highly useful and proper to designate some one of the newspapers in New-York, in which all insolvent notices required to be published there, shall be inserted : and to this proposition, we understand, there is no very serious objections.

We have examined the bill referred to us, but cannot give our assent to its passage in its present shape; it confers a monopoly which the public good, and the due administration of justice does not now seem to require, and which the applicant for the passage of the law, in the shape recommended by your committee, does not ask.

It has been suggested to the committee, that a provision requiring the publication of a list of the names of the applicants, embracing those which come in during the preceding week, should be inserted in a separate column, on the inside of the semi-weekly paper for the country. Should one of the daily papers be selected, the sug

gestion is believed to be a good one, and will, in all probability, be found highly useful, and is therefore adopted.

The committee propose to amend the act referred to them, conforming to the views herein briefly expressed.

REPORT

From the Inspector of Hops in the city of New-York.

To the Legislature of the State of New-York.

In conformity with the revised laws of this state, on the subject of inspection, I here with transmit to the legislature, a statement of all the hops that have passed through my hands as inspector of that article, for the port of New-York, during twelve months, ending the first of first month, January, 1830, say quantity, quality and value of each description, as near as can be reasonably ascertained.
