The Lords Commissioners of Her Majesty's Treasury having certified to the Commissioners for the Reduction of the National Debt, in pursuance of the Act, 10th Geo. 4, c. 27, sec. 1, that the actual surplus revenue of the United Kingdom of Great Britain and Ireland, beyond the actual expenditure thereof, for the year ended the 10th day of October, 1853, amounted to the sum of three million two hundred and forty-seven thousand four hundred and twenty-three pounds eleven shillings and eleven pence;

The Commissioners for the Reduction of the National Debt hereby give notice, that the sum of eight hundred and eleven thousand eight hundred and fifty-five pounds seventeen shillings and eleven pence, being one-fourth part of the said surplus of three million two hundred and forty-seven thousand four hundred and twentythree pounds eleven shillings and eleven pence, will be applied, under the provisions of the said Act, between the 6th day of January, 1854, and

the 5th day of April, 1854, to the following purposes; viz. :

AT the Court at Windsor, the 29th day of December, 1853.

The QUEEN'S Most Excellent Majesty in Council was pleased to approve the representations made (as set forth in this Gazette) by Her Majesty's Commissioners for building new churches

Assigning a particular district to the consecrated church of the Holy Trinity, situate at Horwich, in the parish of Deane, in the county of Lancaster, and diocese of Manchester, to be called "The District Chapelry of Horwich."

Assigning a particular district to the consecrated church of St. John, situate at Denby, in the parish of Penistone, in the West Riding of the county of York, and in the diocese of Ripon, to be called "The District Chapelry of Denby.'

Assigning a particular district to the consecrated church of Saint Mark, situate at Cautley, in the parish of Sedbergh, in the West Riding of the county of York, and in the diocese of Ripon, to be called "The District Chapelry of Cautley and Dowbiggin."

Also directing that banns of marriage should hereafter be published and marriages hereafter solemnized in the church of the district chapelry of Saint George, in the town and parish of Wigan, and likewise in the church of the district chapelry of Saint Catherine, situate at Scholes, in the said parish of Wigan, in the county of Lancaster, and diocese of Chester.

The Queen has been graciously pleased to appoint John Bowring, Esq., now Her Majesty's Consul at Canton, to be Her Majesty's Plenipotentiary and Chief Superintendent of British Trade in China.

The Queen has been pleased to approve of Don Antonio Arrom de Ayala as Consul at Sydney, for Her Majesty the Queen of Spain.

It is hereby notified that the Right Honourable the Earl of Clarendon, K.G., Her Majesty's Principal Secretary of State for Foreign Affairs, has received from Lord Cowley, Her Majesty's Ambassador at the Court of His Majesty the Emperor of the French, a Despatch, dated the 27th ultimo, enclosing therewith the copy of a note from Monsieur Drouyn de Lhuys, French Minister for

Foreign Affairs, dated the 24th ultimo, announcing that the blockade instituted by the French Government of the west coast of Africa, between the left bank of the Grand Lahoa, and the right bank of the River Assinié (the existence of which was notified in the London Gazette of the 29th of November last), has been raised.

The Queen has been pleased to appoint John Bowring, Esq., to be Governor and Commanderin-Chief in and over the colony of Hong-Kong and its dependencies.

Her Majesty has also been pleased to appoint Willoughby Shortland. Esq., some time President and Senior Member of the Council of the Island of Nevis, to be Lieutenant-Governor of the Island of Tobago.

Her Majesty has also been pleased to appoint Frederick Seymour, Esq., to be President and Senior Member of the Council of the Island of Nevis.

Her Majesty has also been pleased to appoint William Robert Inglis, Esq., to be President of the Council of the Turks and Caicos Islands.

Her Majesty has also been pleased to appoint George Cream, Esq., to be Surgeon and Medical Attendant of the Convict Settlement at Masserony, British Guiana.

Her Majesty has also been pleased to appoint the under-mentioned gentlemen to be Members of the Legislative Council of the colony of Victoria, viz.:
