Art. IV. In case of the absence of Prince

Napoleon, the Commission in General Assembly

shall be presided over by the Minister of State or by the Minister of Agriculture, Commerce, and Public Works, and, in their absence, by a Vice President, who will be nominated by ballot at the first sitting.

The Section of Fine Arts will be presided over by the Minister of State.

The Section of Agriculture and Manufactures will be presided over by the Minister of Agriculture, Commerce, and Public Works.

Each Section will choose a Vice President.

Art. V. M. Arlès-Dufour is named Secretary General of the Commission.

M. Adolphe Thibaudeau is named Assistant Secretary General.

M. de Mercey, Chief of the Section of Fine Arts, in the Ministry of State, is nominated Secretary of the Section of Fine Arts.

M. Audiganne, Chief of the Bureau of Manufactures, and M. Chemin-Dupontès, Chief of the Bureau of Navigation in Foreign Commerce, are nominated Secretaries of the Section of Agriculture and Manufactures.

Art. VI. Our Minister of State, and our Minister Secretary of State in the Department of Agriculture, Commerce, and Public Works, are charged with the execution of the present Decree. Given at the Palace of the Tuileries, the 24th December, 1853.

SUPPLEMENTAL DECREE.

Art. I. Lord Cowley, Ambassador of Her Majesty the Queen of Great Britain at Paris, is appointed a Member of the Commission of the Universal Exhibition of the produce of Agricul, ture, Industry, and the Fine Arts.

Art. II. Our Minister of State and our Minister Secretary of State in the Department of Agriculture, Commerce, and Public Works, are charged with the execution of the present Decree.
