Art. I. The privilege granted by our Decree of 12th October, 1853, to foreign vessels to carry from one sea to another, coastwise, grain and other provisions loaded in a French port, is extended, under the conditions named in the abovementioned Decree, to the carriage, coastwise, of the same articles, from one port to another in the

same sea.

The above privilege, which is to extend to the 31st July, 1854, shall only be applicable to vessels laden exclusively with grain and the other provisions specified in the Decree of 12th October last.

Art. II. Vessels thus laden shall be admitted at their port of destination at whatever date they may arrive, if their clearance papers shall prove that they sailed previous to the 31st July, 1854.

Art. III. Our Ministers of Agriculture, Commerce, and Public Works, and of Finance, are charged, each in his own Department, with the execution of the present Decree.

The Right Honourable the Lords of the Committee of Privy Council for Trade and Plantations have received, through the Secretary of State for Foreign Affairs, a copy of a Despatch from Her Majesty's Minister, at Lisbon, stating

that the Portuguese Government has decided that the possession of a clean Bill of Health does not of itself entitle a vessel to free pratique in a Portuguese port, and still less so if arriving from an infected port; and that, in the case of Colliers, the Portuguese Government has conceded the privilege of commencing their quarantine at Belem from the day of their making their entry at that port.

The Right Honourable the Lords of the Committee of the Privy Council for Trade and Plantations have received, through the Secretary of State for Foreign Affairs, a copy of a Despatch from Her Majesty's Minister at Madrid, transmitting copy of a Notification published in the Madrid Gazette (a translation of which is subjoined), announcing the establishment of a new lighthouse on the north side of Cape Prior, coast of Galicia.

NOTICE TO MARINERS.

The Minister of Marine has communicated to this office, through the Department of Public Works, the subjoined details, relative to the situation of a new lighthouse, which has been built on the coasts of the Spanish Peninsula by the Corps of Engineers of Koads, Canals, and Ports, wherewith the following notice has been drawn up :

ATLANTIC OCEAN.-Coasts of Galicia.

Lighthouse on Cape Prior.

Province of Corunna.

From the 1st of March, of the present year, a

new lighthouse, established on the "north side of Cape Prior," will be lighted every night, from sunset to sunrise.

This lighthouse lies in

43° 33′ 40′′ N. latitude, and

2o 6' 52" W. longitude from the Observatory of San Fernando.

Its apparatus is of the third catadioptrical order, with a permanent light, grand model. elevation of the luminous focus above the level of the sea is of 136.5 metres (489.87 feet), and produces a tangent of 24 miles, although it will only be visible at a distance of about 15 miles, according to the state of the atmosphere and the elevation of the observer.

The above notice is hereby published, by order of the Queen, for the guidance of Mariners. Madrid, January 11, 1854.
