Upon the resolutions censuring the Secretary of the Treasury; proceedings of the House regarding the resolutions; exhibit of the votes on the several propositions. Resolutions, introduced February 28, were to the effect that specific appropriations should be strictly observed; that a violation of law making appropriations of money is a violation of the Constitution; that Secretary Hamilton had violated the law by applying part of a loan to payment of interest on that loan, and by drawing moneys into the United States without the instructions of the President; that he had deviated from the instructions of the President in making loans; that the Secretary of the Treasury has failed to give Congress due official information as to moneys drawn from Europe; that he has drawn more of the Holland loan than the President has authorized, and failed to give proper information to the Commissioners of the Sinking Fund; that his loan to the United States Bank was not in the public interest; that the Secretary of the Treasury was guilty of an indecorum by aspersing the motives of the House and by failing to give necessary information under resolutions of January 19, and November 22, 1792.
