moved, and the Speaker decided the main question to be on recommitting
on appeal, the decision was sustained, but subsequently reconsidered (by yeas

cuts off the instructions, and brings the House to vote on the motion to
commit

no motion whatever is in order in the absence of a quorum, except for a call
