By Mr. Abbott: A memorial of citizens of Methuen, in the State of Massachusetts, praying that provision be made in a constitutional way for the assemblage of a congress of nations to form a code of international law by which national disputes may be determined without war.

By Mr. Brinkerhoff: A memorial of citizens of Richland county, and State of Ohio, praying the construction of a national railroad from the Missouri river to the Pacific ocean.

By Mr. Starkweather: Three memorials of citizens of Stark county, and State of Ohio, of like import.

Ordered, That said memorials be referred to the Committee on Roads and Canals.

On motion of Mr. John H. Ewing, the House resolved itself into the Committee of the Whole House on the state of the Union; and, after some time spent therein, the Speaker resumed the chair, and Mr. Thomas Smith reported that the committee having, according to order, had the state of the Union generally under consideration, particularly the bill (No. 18) making appropriations for the improvement of certain harbors and rivers, had found itself without a quorum, and risen.

On motion of Mr. Thomas Butler King,

Ordered, That when the House adjourns to-day, it adjourn to meet tomorrow, at 10 o'clock, a. m.
