WEST-INDIES.

South-Carolina.

OON after the Arrival of Francis Nicholfon, Efq; Governor of this Province, his Excellency indefatigably apply'd himfelf to regulate the Affairs of this Government, which he found in great Diforder; and firft fettl'd a good Understanding with the Indians, call'd Cherikees, or Charokees, a very populous Nation, living in the Mountains, within 300 Miles of Charles-Town, whither thefe Indians fent Deputies to adjuft fome Differences, immediately upon the Notice they had of the Governor's Arrival ; and foon afterwards, they made a more numerous Deputation to perfect what was begun by their former Deputies. 'Tis a Curiofity worth knowing, the Way of treating between the English and the Indians; and therefore the following Speeches will, we hope, be acceptable to our Readers.

Towns

Towns that had fent down their Chiefs for that Purpose ; and fince I am now ready to deliver my Thoughts to you, I am willing to be fatisfy'd whether they are all here, that they may in their refpective Towns, exhort their People to obferve what I fay, when they shall prefume to take upon them to act contrary.

His moft Sacred Majefty, the King of Great Britain, has honour'd me with his Commiflion, not only to govern the Chriftian Inhabitants of this Province of SouthCarolina, but alfo all the Indian Nations that own Obedience to his Government; therefore I fignify'd to you my Pleasure, that the Chief Men of each of your Towns fhould come to me, that fuch a lafting Peace and Friendship might be concluded between us, as might inviolably be kept, and had in Remembrance by us for ever And it is a particular Satisfaction to me, to find, That your Nation has remarkably distinguish'd it felf, in fhewing your early Obedience to this Government, and your good Inclinations to cultivate a right Understanding with us: I do affure you, that nothing fhall be wanting on my Part to promote and maintain the fame; and as the following Propofitions will greatly conduce thereto, I expect you will confent and agree to, and ftrictly obferve them.

I. That at all Times, and on all Occafions, you shew and acknowledge your Obedience and Loyalty to this his Majesty's Government, and that you punctually obferve and follow all fuch Orders, and Inftructions as you thall from Time to Time receive from me, or any other of his Majefty's fucceeding Governors; refting affur'd, that they will be founded on the best Methods for carrying on a Trade with you, and for the Safety and Security of this Province.

II. That you pay due Obedience to all fuch of your Chief Men as this Government fhall think merit to be particularly diftinguish'd amongstyou; and who in Confequence of that, fhall receive the Favour of a Commiffion from this Government to have the Command over you.

III. That you behave your felves kindly and civilly to all Englifamen, coming to trade amongst you, and do them all the good Offices that lie in your Power; and that particular Care be taken, if at any Time any of your young Men, or others, fhall injure any Trader in their Goods, or Horfes, the Town to which the Offender belongs, fhall make Satisfaction to the Perfon injur'd,

and

and at all Times procure Provifions fuitable for the Traders, at reasonable Prices.

IV. That fince your Nation is fo mountainous, that Pack-Horfes cannot travel therein, you fhall readily aid, and affift the Traders in carrying their Goods from Town to Town, for fuch Pay as you and they fhall agree, which will tend much to the Encouragement of the Trade.

V. I fhall give ftrict Orders to all Perfons trading amongst you from this Government, to behave themfelves friendlily to you, and that they do not prefume to abuse, or impofe any Hardships upon any of you; but fhould any of them at contrary to my Orders in that Behalf, your beft Way will be to difcourage fuch Traders, by buying no more Goods of them.

VI. Frequent Complaints have been made, that your People have often broke open the Stores belonging to our Traders, and carry'd away their Goods; and alfo pillag'd feveral of their Packs, when employ'd and entrusted to carry them up; and Restitution has never been made, which are great Faults: We therefore recommend to you, to take all poffible Precautions to prevent fuch ill Practices for the future, which certainly will greatly decrease your Trade, rather than procure you a better Supply.

VII. I am now to tell you, that my best Endeavours fhall be us'd conftantly to fupply you with Goods, as long as you continue to use our Traders kindly, as alfo the People of Virginia, who are, as well as we, the Subjects of his Britannick Majefty; and to prevent any Inju ry or Misunderstanding, we have pafs'd a Law, which appoints Commiffioners that are to go twice a Year to the Congaree, or Savana Garrifon, to hear and redress all Grievances that fhall hereafter happen between any of our Traders and your People; and the faid Commiffioners fhall have with them that Part of our Law that relates to you, and shall caufe the fame to be interpreted to you.

VIII. Woofatafate being a Man in great Esteem amongst you, having given frequent Teftimonies of his Affection and firm Adherence to this Government, and being appointed King over you by the former Governor of this Province; fo I, who am fent immediately from his Majefty, having the fame Regard to fo deferving a Man, and in Compliance with your own Request, that I would conftitute proper Commanders over you, do now declare the faid Woofatafate, your Leader and Commande:
