BRITISH TREASURY WARRANT, fixing the Rates of Postage on Letters transmitted to and from Hanover.

WHEREAS by an Act of Parliament, passed in the 4th year of the reign of Her present Majesty, for the regulation of the duties of postage, power is given to the Commissioners of Her Majesty's

Treasury from time to time, by Warrant under their hands, to alter and fix any of the rates of British postage, or inland postage payable by law on the transmission by the post, of Foreign or Colonial letters or newspapers, or of any other printed papers, and to subject the same to rates of postage according to the weight thereof, and a scale of weight to be contained in such Warrant, and from time to time by Warrant as aforesaid, to alter or repeal any such altered rates, and make and establish any new or other rates in lieu thereof, and from time to time by Warrant as aforesaid, to appoint at what time the rates which may be payable are to be made, and it is provided, that the powers thereby given should extend to any increase, or reduction, or remission of postage.

And whereas further powers were given to the Commissioners of Her Majesty's Treasury, by an Act passed in the 11th year of the reign of Her present Majesty for giving further facilities for the transmission of letters by post, and for the regulating the duties of postage thereon, and for other purposes relating to the Post-Office."

And whereas the Commissioners of Her Majesty's Treasury, by a certain Warrant in writing under their hands duly made, and bearing date at Whitehall, Treasury Chambers, the 19th day of July, 1852,† did direct that certain rates of British postage therein mentioned, should be charged and taken upon the transmission of letters between the United Kingdom and any place in the German Postal Union, and between any Foreign country through any part of the German Postal Union and any place in the United Kingdom, the said respective letters being conveyed between the United Kingdom and Belgium, by packet-boat.

And whereas by a certain other Warrant in writing dnly made and bearing date at Whitehall, Treasury Chambers, the 27th day of June, 1859, after reciting the said hereinafter recited Warrant of the 19th day July, 1852, and that a Postal Convention had been then recently made and entered into between Her Majesty's Government and the Government of His Majesty the King of Prussia, and that it was expedient that further regulations should be made for the transmission by the post, of certain letters in manner therein mentioned, the Commissioners of Her Majesty's Treasury did direct, that certain other rates of British postage therein mentioned, should be charged and taken upon the transmission of letters between the United Kingdom and certain Foreign countries therein also mentioned, if such respective letters should be prepaid, the said respective letters being conveyed between the United Kingdom and Belgium by packet-boat.

And whereas a further Postal Convention has been lately made and entered into between Her Majesty's Government and the Government of His Majesty the King of Prussia, and it has become expedient by reason thereof to extend the provisions con*See Vol. 8, Page 247. tained in the said recited Warrant of the 29th day of June, 1859, to letters transmitted by the post between the United Kingdom of Hanover, now chargeable with rates of postage under the said recited Warrant of the 19th day of July, 1852, in the manner hereinafter mentioned.

Now we. the Commissioners of Her Majesty's Treasury in exercise of the powers vested in us in and by the said 2 hereinbefore recited Acts or either of them, and of all other powers enabling us in this behalf do by this Warrant (under the hands of 2 of us the said Commisioners by the authority of the statute in that case made and provided) order and direct as follows:

1. On every letter not exceeding of an ounce in weight, posted in the United Kingdom, addressed to any place in the Kingdom of Hanover, and on every letter not exceeding of an ounce in weight, posted in the Kingdom of Hanover, addressed to any place in the United Kingdom (the said respective letters being conveyed between the United Kingdom and Belgium by packetboat), there shall be charged and taken, in lieu of any rates of British postage now payable by law on such letters, a uniform rate of British postage of 2 pence, if such respective letters be prepaid; and if such respective letters be not prepaid a uniform rate of British postage of 3 pence.

2. And on every letter transmitted as is hereinbefore mentioned, exceeding of an ounce in weight, there shall be charged and taken progressive and additional rates of postage according to the scale of weight and number of rates following, that is say:

On every letter so transmitted, exceeding of an ounce in weight, and not exceeding 1 ounce in weight, 2 rates of postage: On every letter so transmitted, exceeding 1 ounce, and not exceedieg 2 ounces in weight, 4 rates of postage.

On every letter so transmitted, exceeding 2 ounces, and not exceeding 3 ounces in weight, 6 rates of postage:

And on every letter so transmitted, exceeding 3 ounces, and not exceeding 4 ounces in weight, 8 rates of postage:

And for every ounce in weight above the weight of 4 ounces, there shall be charged and taken upon every letter so transmitted 2 additional rates of postage, and every fraction of an ounce above the weight of 4 ounces shall be charged as an additional ounce; and each progressive aud additional rate chargeable under this clause shall be estimated and charged at the sum which any such letter would be charged with under this Warrant, if not exceeding of an ounce in weight:

3. If any letter shall be posted in the United Kingdom, addressed to the Kingdom of Hanover, or if any letter shall be posted in the Kingdom of Hanover, addressed to the United Kingdom, and the postage paid thereon shall be less in amount than the rate of postage to which such letter would be liable under or by virtue of this Warrant, every such letter shall be forwarded,

charged with the amount of the difference between the sum paid for postage thereon, and the rate of postage payable thereon, under or by virtue of this Warrant, as an unpaid letter, after deducting the amount of postage so paid thereon as aforesaid.

4. Nothing herein contained shall be deemed or construed to extend to any letters passing by the post between the United Kingdom and the Kingdom of Hanover rià France, nor to any letters passing by the post between the United Kingdom and the Kingdom of Hanover vià Belgium, sent otherwise than in Prussian closed mails, nor to any letters posted in, or addressed to, any part of the Kingdom of Hanover, and transmitted by the post between any part of the Kingdom of Hanover and any of Her Majesty's Colonies, or any Foreign country, through the United Kingdom, nor to any letters transmitted between any Foreign country, through any part of the Kingdom of Hanover and the United Kingdom, nor to any letters transmitted between any Foreign country, through any part of the Kingdom of Hanover and any of Her Majesty's Colonies or any Foreign country, through the United Kingdom, and conveyed between the United Kingdom and Belgium by packet-boat, all which said respective letters shall be charged and chargeable with the same rates of postage as are now chargeable and payable thereon, and as if this present Warrant had not been made.

5. The terms and expressions used in this Warrant shall be construed to have the like meaning in all respects as they would have had if inserted in the said recited Warrant of the 19th day of July, 1852.

6. This Warrant shall come into operation on the 1st day of March, 1862.

7. The Commissioners, for the time being, of Her Majesty's Treasury may, by Warrant under their hands, duly made at any time hereafter, alter, repeal, or revoke any of the rates of postage hereby altered, or the regulations hereby made, and may make and establish any new or other rates or regulations in lieu thereof, and from time to time appoint at what time the rates which may be payable are to be paid.

WHEREAS by an Act of Parliament, passed in the 4th year of the reign of Her present Majesty, intituled " An Act for the regulation of the duties of postage. power is given to the Commissioners of Her Majesty's Treasury from time to time, by Warrant under their hands, to alter and to fix any of the rates of British postage or inland postage, payable by law on the transmission by the post of Foreign or Colonial letters or newspapers, or of any other printed papers, and to subject the same to rates of postage according to the weight thereof, and a scale of weight to be contained in such Warrant, and from time to time, by Warrant as aforesaid, to alter or repeal any such altered rates, and make and establish any new or other rates in lieu thereof, and from time to time, by Warrant as aforesaid, to appoint at what time the rates which may be payable are to be paid.

And whereas further powers are given to the Commissioners of Her Majesty's Treasury, by another Act of Parliament, passed in the 11th year of the reign of Her present Majesty, intituled "An Act for giving further facilities for the transmission of letters by post, and for the regulating the duties of postage thereon, and for other purposes relating to the Post-Office."t

And whereas the Commissioners of Her Majesty's Treasury, by a certain Warrant under their hands, bearing date the 18th day of January, 1859,‡ did order and direct that on every letter posted in the United Kingdom, addressed to the Mauritius, and on every letter posted in the Mauritius addressed to the United Kingdom, the postage thereof should be paid at the time of the same being posted; and that if any letter should be posted in the United Kingdom addressed to the Mauritius, without any postage having been paid thereon, or having thereon or affixed thereto a postage stamp or stamps, the value of which should be less in amount than the single rate of postage to which such letter, if not exceeding an ounce in weight, would be liable under the regulations in force relating thereto, every such letter should, until the 30th day of June, 1859 inclusive, be forwarded charged with the amount of the postage to which it would have been liable if the postage had been paid when posted, together with a further and additional rate of postage of 6 pence, and from and after the said 30th day of June, 1859,
