Majesty's service are now by law entitled to of sending and receiving by the post letters not exceeding an ounce in weight, subject to the regulations and restrictions in respect of the same. 7. The several terms and expressions used in this Warrant shall be construed to have the like meaning in all respects as they would have had if inserted in the said recited Act. 8. So much of the said recited Warrant of the 10th day of December, 1850, as relates to or affects letters transmitted by the post between the United Kingdom and Sweden direct by Swedish mail packet-boat, and between Sweden and any of Her Majesty's Colonies, or any Foreign country through the United Kingdom, conveyed between Sweden and the United Kingdom, direct by Swedish mail packet-boat, is hereby repealed. 9. This Warrant shall come into operation on the 1st day of June, 1863. 10. The Commissioners for the time being of Her Majesty's Treasury, may, by Warrant under their hands duly made, at any time hereafter alter, repeal or revoke any of the rates of postage hereby fixed or altered, or any of the orders, regulations, conditions, and restrictions hereby made, and may make and establish any new or other rates, orders, regulations, conditions, and restrictions in lieu thereof, and may from time to time appoint at what time the rates which may be payable are to be paid. BRITISH TREASURY WARRANT, fixing the rates of postage on Newspapers transmitted between Ports or Places beyond Seas, via Egypt. October 11, 1859. WHEREAS by an Act of Parliament, passed in the 4th year of the reign of Her present Majesty, intituled "An Act for the regulation of the duties of postage," power is given to the Commissioners of Her Majesty's Treasury, from time to time, by Warrant under their hands, to alter and fix any of the rates of British postage or inland postage payable by law on the transmission by the post of Foreign or Colonial letters or newspapers, or of any other printed papers, and to subject the same to rates of postage See Vol. 5, Page 248. according to the weight thereof, and a scale of weight to be contained in such Warrant, and from time to time, by Warrant as aforesaid, to alter or repeal any such altered rates, and to make and establish any new or other rates in lieu thereof. And whereas further powers are given to the Commissioners of Her Majesty's Treasury, by another Act, passed in the 11th year of the reign of Her present Majesty, intituled "An Act for giving further facilities for the transmission of letters by post, and for the regulating the duties of postage thereon, and for other purposes relating to the Post-Office." And whereas certain powers are also given to the Commissioners of Her Majesty's Treasury, by another Act, passed in the 18th year of the reign of Her present Majesty, intituled "An Act to amend the laws relating to the stamp duties on newspapers, and to provide for the transmission by post of printed periodical publications."t And whereas by the said recited Act, passed in the 4th year of the reign of Her present Majesty, and by divers Warrants, under the hands of the Commissioners of Her Majesty's Treasury, certain rates of British postage have been established and made payable on the transmission by the post of certain British, Colonial, and Foreign newspapers therein respectively mentioned. And whereas it is expedient that such additional rates of postage should be charged on certain British, Colonial, and Foreign newspapers sent by the post as are hereinafter mentioned. Now, we, the Commissioners of Her Majesty's Treasury, in exercise of the powers vested in us in and by the said beforementioned Acts, or either of them, and of all other powers enabling us in this behalf, do by this Warrant, under the hands of 2 of us the said Commissioners, by the authority of the statute in that case made and provided, order and direct as follows, that is to say: 1. On every printed newspaper, whether British, Colonial, or Foreign, transmitted by the post between any ports or places beyond the seas, through the United Kingdom, by British packetboat, via Southampton and Egypt, or between any ports or places beyond the seas, by British packet-boat, viâ Egypt, without passing through the United Kingdom, there shall be charged and paid, in addition to any other postage now payable thereon, a further and additional rate of British postage of 1 penny, and in all cases in which such respective newspapers are liable, on the transmission thereof by such respective routes, to progressive rates of postage according to the scale of weight contained in any such Warrants as aforesaid, the additional rate of 1 penny, payable under this present Warrant, shall be calculated and paid in respect of each such progressive rate. 2. Every printed supplement or additional sheet to any news* See Vol. 8, Page 247. † See Vol. 10, Page 320. paper shall, for the purpose of charging the postage under this Warrant, be deemed a distinct newspaper, unless sent in the same cover or together with the newspaper to which it is a supplement or addition, and every printed newspaper transmitted by the post under this present Warrant shall be so transmitted in conformity with, and under and subject to the several regulations, orders, directions, and conditions relating to newspapers mentioned and contained or referred to in and by clause 7 of a certain Warrant of the Commissioners of Her Majesty's Treasury, bearing date the 16th day of February, 1859.* 3. The respective newspapers transmitted by the post under the provisions of this Warrant shall, when redirected and again forwarded by the post, be subject to the several orders, directions, regulations, and rates of postage respectively contained in a certain other Warrant of the Commissioners of Her Majesty's Treasury, bearing date the 19th day of February, 1855,† relating to redirected rates of postage upon letters and packets respectively redirected and again forwarded by the post. 4. Nothing in this Warrant before contained shall be deemed or construed to extend to any newspapers transmitted to or from the United Kingdom, viâ Marseilles, or to newspapers contained in the French or Spanish mails passing through Egypt, or to any newspapers to be transmitted by the post, under the provisions of the said Warrant of the Commissioners of Her Majesty's Treasury, bearing date the 16th day of February, 1859, and amended by a certain other Warrant of the Commissioners of Her Majesty's Treasury, bearing date the 10th day of March, 1859, all which respective newspapers shall be charged and chargeable as if this present Warrant had not been made. 5. The term "newspaper "used in the several clauses of the said Warrant, bearing date the 16th day of February, 1859, and in clauses Nos. 1, 2, and 3 of this present Warrant, shall include all publications admitted to the privileges of a newspaper under the provisions of the said recited Act passed in the 18th year of the reign of Her present Majesty, and the several other terms and expressions used in this Warrant shall be construed to have the like meaning in all respects as they would have had if inserted in the said recited Act passed in the 4th year of the reign of Her present Majesty. 6. KNATCHBULL-HUGESSEN. PROVISIONAL Tariff of Navigation Dues to be Levied at the [Revised Translation. Board of Trade, July 24, 1863.] WHEREAS Article XVI of the Treaty of Paris of 30th of March, 1856,* stipulates that the expenses of the works performed for the purpose of clearing the mouths of the Danube and the portions of sea adjoining, of the obstacles which obstructed them, and those of the establishments for securing and facilitating navigation, shall be covered by means of levying the fixed dues determined by the Commission. And whereas a provisional tariff was in consequence enacted under date of the 25th July, 1860. And whereas since the enforcement of the tariff, the works undertaken at the mouth of the Sulina have been completely finished, and in consequence of the increase of depth which has resulted therefrom, the obstacles which vessels used to encounter at this point have been removed. And whereas the works of correction and deepening undertaken in the course of the river, and which approach completion, and the improvements introduced into the establishments referred to in the Treaty, as well as the creation of a seaman's hospital at Sulina, into which sick or shipwrecked sailors will be in future admitted free of charge, assure to the navigation considerable advantages. And whereas an increase of 5 centimes per ton to the dues at present levied upon vessels, an increase of which the produce will be devoted to covering the expenses of the seaman's hospital, appears thereby justified, and is moreover but a slight addition to the charges supported by the navigation. And whereas it is necessary, in view of distributing these charges more equitably, to impose a toll on rafts of timber, at present quite free from toll, although they profit equally by the improvement realized in the river and at the mouth. And whereas experience has shown that there is an advantage to the navigation in merging, in one single shipping due, the tolls levied for the improvements and the pilotage of light dues. VOL. XI. * See Vol. 10, Page 533. 3 X The Commission enacts the following provisional tariff: ART. I. Every sailing vessel of more than 30 tons register quitting the port of Sulina to go to sea, and which has according to her manifest more than a third of her full lading, shall pay a fixed shipping due by ton register, the amount of which shall be hereinafter determined according to the total tonnage of the vessel and the depth on the bar at the Sulina mouth. II. Steam vessels belonging to a public company specially appropriated to the transport of passengers, and making periodical voyages according to a time bill published beforehand, shall pay each time on leaving the river a fixed toll of 50 centimes per ton register, whether the lading is full or partial. This due shall be calculated on the total tonnage of the vessel, after making a deduction for the space occupied by engines and coal bunkers. The deduction shall amount to 37 per cent. for paddle-wheel steamers, and 32 per cent. for screw steamers. It shall be effected only after the coversion of the vessel's tonnage into English register tons, as prescribed in Article XIII following. These vessels will be free from all dues on entering the river. Vessels which shall have ascended the River to ship their cargoes at one of the interior ports, shall pay the Tolls as regulated by the following Table: Amount of Dues to pay per Ton with a depth at the Mouth. |
