It was moved by Mr. Williamson, and seconded, to substitute the following resolution, namely,

“ Resolved, That in order to ascertain the altera* tions that may happen in the population and wealth 66 of the several states, a census shall be taken of the “ free inhabitants of each state, and three fifths of the " inhabitants of other description, on the first year * after this form of government shall have been adopt. "ed. And afterwards on every term of 5 years ; " and the legislature shall alter or augment the rep. “ resentation accordingly."
