CHAPTER I.

THE NAVAL HISTORY OF GREAT BRITAIN FROM THE COMMENCEMENT OF THE SECOND FRENCH REVOLUTIONARY WAR TO THE PEACE OF PARIS, IN THE YEAR 1815.

THE peace of Amiens was condemned as impolitic and unnecessary by, a large part of the British nation, and regarded as not likely to be of long duration by a still larger part; and it soon appeared that the latter at least were correct in their opinion. For shortly after this peace was ratified, difficulties occurred respecting Malta. The French evidently wished either to get it into their own possession, or to have it placed under the protection of a power that would in effect permit them to consider and use it as their own.
