In consequence of frauds having been practiced upon the Treasury by certifying a second time the same bills, I would suggest that the law, regulating the duty of Clerks of Courts in certifying cost bills to the Warden of the Penitentiary, be so amended as to require them to send a certified copy of the bill to this Department at the same time that it is sent to the Warden, as a check, to some extent, against further frauds.
