5. The members, during a debate, shall all ep their seats, except the member who rises speak.

6. That the consent of a majority of the memers present, shall be necessary to engross or -engross any bill. That on the final passing any bill, the following question shall be taken, all this bill (as engrossed or re-engrossed, as ne case may be) pass? And if a constitutional majority vote in the affirmative, it shall be conidered as having passed, and signed accordngly.

That on every question for the final passng of a bill, unless the same shall pass by the unanimous vote of all the members of Council, the names of all the members present, with the yeas and nays on such question, shall be entered on the journals of this house, and the like entry shall be made on every other question, if the the same shall be moved for by any one member, previous to the call of the house.
