BOUNTY ON SALT.

COMPTROLLER'S OFFICE,
Albany, December 12, 1845.

The first section of the act, chapter 184 of the Laws of 1843, provides that "a bounty shall be paid upon salt manufactured in this State as follows:

"1. Upon each bushel of salt delivered at West Troy, or Albany, or at the Junction of the Erie and Champlain canals, seven cents and six mills."

The fourth section of said act provides that the Comptroller shall make the necessary rules and prescribe the proper evidence to carry into effect the provisions of this act.

The rules and the nature of the evidence prescribed by the Comptroller on the 12th of May, 1843, being adapted to the canal transportation and requiring the evidence of the weigh locks and the affidavits of masters of boats, &c., it has become necessary to make new regulations in regard to salt transported by railroad; and on the application of persons who are interested in the manufacture and transportation of salt to tide water, the following rules are prescribed by the Comptroller.

To obtain the bounty on salt reaching tide water by railroad, it will be necessary,

1. That the owner or transporter of the salt should make out a separate bill of lading, specifying the number of barrels, and the bushels of 56 pounds, or the number of bags and bushels.

This bill should be signed by the owner or transporter, and accompanied by his statement under oath, that all the salt contained in the bill of lading had been inspected by the inspector of salt, or one of his deputies, giving the brand of the inspector, and also of the manufacturer; and stating also that the duty of six cents per bushel of 56 pounds had been paid to the State.

This affidavit may be taken before the canal collector or any judge, commissioner, or justice of the peace of Onondaga county.

The bill of lading thus prepared, must be presented to the canal collector at Syracuse, who will certify thereon, that he has examined the salt, and compared the same with the bill, and finds it correct; that he has taken an account of the salt for the purpose of collecting toll thereon, and that the amount of toll to be paid to the State on the quantity contained in the bill amounts to the sum of $ [Here insert the amount.]

2. When the salt included in the bill of lading arrives at Albany or Troy, it is necessary to get from the freight agent of the railroad compa

ny a certificate in the following form, to be annexed to the bill of lading and papers referred to in No. 1, or copies thereof, verified by the oath of the freight agent as true copies, viz:

and that the number of parcels and quantity described above is correct, as per the original bill of lading, of which the accompanying is a true copy, and that the sane was delivered to

When the papers are thus prepared and authenticated, the superintendent of the Salt Springs will pay to the owner or transporter of the salt, whose name appears in the bill of lading, or on his written order, a bounty at the rate of seven cents on each bushel of 56 pounds. The amount paid to the State for duties at the salt

works and for toll to Albany, on each bushel of 56 lbs. of salt, is....

transported on the railroad, amount to ............ 7c. 6m. 8fr. By allowing a bounty of 7 cents, the State retains the same revenue, 6 mills per bushel, as if the salt came to tide water on the canal.
