Brumbaugh (United States) APPENDIX 9 The General Conference in Action OPENING OF CONFERENCE The first meeting of the General Conference of UNESCO opened in Paris November 19, 1946, with a welcoming ceremony, organized by the Provisional Government of the French Republic, at the Sorbonne. The faculty of the University and members of the French Academy were present wearing their crimson and yellow academic robes, and the assembly hall was crowded with distinguished delegates and guests. M. Georges Bidault, President of the Provisional Government of France, presided and gave the concluding address. M. Roussy, Director of the University of Paris, welcomed the delegates to the University, and M. Naegelen, Minister of Education, joined him in a welcoming address. Mr. D. R. Hardman, Secretary of the United Kingdom Ministry of Education, deputizing for Miss Ellen Wilkinson, replied on behalf of the Preparatory Commission. The opening week of the Conference was devoted chiefly to preliminary work by committees and to plenary sessions at which the Secretary General gave his report and representatives of various delegations delivered addresses. On the second day, M. Leon Blum was elected president of the Conference, a choice which brought unanimous approval and a great demonstration of enthusiasm by the delegates. Delegates from the United Kingdom, the United States, China, Brazil, Saudi Arabia, the Philippines, and South Africa were chosen as vice presidents. CONFERENCE MACHINERY The Conference organized itself on the traditional pattern. Final decisions were taken in plenary sessions which received resolutions and reports from three major commissions. The Program Commission, with its six substantive subcommissions, was the most heavily burdened; but the Administrative, Financial, Legal, and External Relations Commission, especially its Administrative and Financial Subcommission, ran a close second. The Commission on Reconstruction and Rehabilitation found so large a measure of agreement on the problems raised therein that it finished its assignment without undue strain. The General Committee of the Conference, which consisted of the president, the seven vice presidents, and the chairmen of commissions, met daily to consider problems of special importance referred to it by |
