DEAR SIR: We have the honor to submit herewith a report of the participation in the Ninth International Dairy Congress by the delegates representing the Government of the United States. This congress was held in Denmark in July, 1931, and the delegates of the United States thereto were designated by the President of the United States under the authority of a joint resolution of Congress, approved December 10, 1930,1 pursuant to an invitation from the Government of Denmark to the United States to participate in this World Dairy Congress. The appointments by the President were transmitted to us through you.
