the committee are of opinion that the bill should be referred to the committee who first reported the same, with instructions to report a bill basing the pay of those who took the census throughout the Territory upon a common ratio, and that the ratio do not exceed three cents per head.

Which report and resolution were adopted.

Mr Baird moved that the resignation of Mr C. Ortiz be sent to the Governor.

On motion of Mr Baird,

The house resolved itself into a committee of the whole on the affairs of the Territory.

Mr Skinner in the chair..

The committee of the whole rose and submitted the following report:

Mr Speaker:

As chairman of the committee of the whole on Territorial affairs, before whom was considered the petition of Wm. S. McKnight and others, merchants of Santa Fé, asking the equalization of taxation in this Territory, I beg leave to report the following resolution as having been adopted by the committee:

Resolved, That this committee do instruct its chairman to report, that the committee recommend to the house the reference of the memorial to a select committee, with instructions to introduce a bill establishing a system for raising a revenue upon just principles, at such rates as may be necessary to defray the expenses of the Territorial government, and also defining and establishing such license tax on such occupations as the committee may deem advisable, exempting such an amount from taxation as the committee may deem proper, and repealing all laws herctofore existing in relation to taxation; and the committee ask to be discharged from further consideration of the subject.

On motion of Mr Baird,

The report of the committee was adopted.

Ou motion of Mr Sena y Quintana,

The house adjourned until 10 o'clock a. M. to-morrow.

JUNE 21.

The house met pursuant to adjournment.
The journal of yesterday was read.

Mr Pillans introduced a bill entitled

"An act on forcible entry and detainer,"

Which was read the first time, and

On motion of Mr Baird,

The rules were suspended, and the bill laid on the table until translated.

Mr Baird moved that the bills which have been on the table some time be sent to the translator.

Adopted.

Mr Tulles moved that the special committee, to whom the bill under consideration of the committee of the whole was referred, consist of five members.

Adopted.

Messrs Pillans, Baird, Tulles, Armijo and Martinez, were appointed as the committee.

Mr Tulles, from the special committee to whom was referred the bill

"To pay certain persons for taking the census,"

submitted the following report:

The special committee to whom was referred the

"Bill for the payment of certain persons for taking the census,"

with instructions, have instructed me to report that they have fixed the ratio of payment at two and a half cents per head, and in accordance with this ratio beg leave to report a bill entitled

"An act for the payment of certain persons employed in taking the first Territorial census."

Which report was adopted, and the bill read the first time.

Mr Baird offered the following resolution:

Resolved, That the clerk be instructed to forward all the bills which

now lie upon the table for translation, to the authorized translator of the Territory, with instructions to furnish them complete to this house as early as practicable.

The house proceeded to take up the business on the table of the Speaker.

A communication from D. V. Whiting, translator, in relation to furniture and room for his office, was read.

On motion,

The house adjourned until 4 o'clock P. M.

AFTERNOON SESSION.

The house met pursuant to adjournment.

A joint resolution introduced on yesterday by Mr Tulles, was read the second time and ordered to be engrossed.

A memorial to the Congress of the United States,

"On the subject of education,"

was read the third time and passed.

A bill entitled

"An act to fix the per diem pay of the officers of the two houses,"

was read the third time, but the reading was declared out of order. Mr Pillans moved that the bill be taken from the table.

Adopted.

Mr Pillans moved to amend by inserting "three dollars" in the blanks. Mr Tulles moved to amend as follows:

Insert "five dollars per day for the chief clerk, and four dollars per day for the other officers."

Rejected.

Mr Armijo moved to amend by giving "the chief clerk four dollars per day, and all other officers three dollars per day."

Which amendment was adopted.

Mr Pillans offered the following amendment, which was adopted:

SECTION 2. A certificate given by the President of the council and the Speaker of the house of representatives; to their respective officers,

countersigned by the clerks of the respective houses, shall be sufficient to warrant the Auditor to issue his warrant for the same, at any time, for any services rendered at the date of said certificate.

On motion of Mr Pillans,

The rules were suspended, and the bill was read a third time and passed.

On motion,

The house adjourned until 10 o'clock, A. M., Monday.

JUNE 23.

The house met pursuant to adjournment.

The reading of the journal of Saturday was dispensed with, on account of illness of the chief clerk.

Mr Pillans, from the committee on engrossed bills, reported that the bill entitled

"An act securing the marital rights,"

was correctly engrossed.

A bill entitled

"An act securing marital rights,"

was read the third time and passed.

The joint resolution offered by Mr Tulles on the 21st inst., was read

the 3d time and rejected.

Mr Armijo moved to adjourn until 4 o'clock, P. M.

Adopted.

AFTERNOON SESSION.

The house met pursuant to adjournment.

Mr Pillans, from the committee on engrossed bills, reported a correctly engrossed a bill entitled.

"An act incorporating the city of Santa Fé."

Mr Baird moved to take up the bill which originated in this house, to pay the officers of the Legislative Assembly, and sent back from the council with an amendment.

Adopted, and the bill as adopted was read the first time.

On motion Mr Baird,

The rules were suspended for the purpose, and the bill read the second time.

On motion of Mr Pillans,

The rules were suspended, and the bill was read the third time and passed.

A message was received from the Governor and read.
