Cities are generally more unbealthy than their death-rateg indicate, since the population is in many of them much decreased for four months in the year, and thousands remove themselves instead of removing the evils which distress and sicken those who remain. Hence, in many of our cities, the death-rate for June, July, August and Bepteraber, reckoned for the remaining population. In a fair criterion of the health of locality, or at least should be considered for purposes of correction, So health laws are a great defense to all, but especially to the working classes of cities.
