The cost of completing the Potomac dam, the gate-house at Great Falls, and the connecting conduit is not included, in the above estimate, as the balance in the treasury applicable to same is believed to be sufficient. In order that the cost of completing the Washington aqueduct shall not exceed the estimate, it is necessary that the whole amount of four hundred and seventy-one thousand eight hundred and twelve dollars be made available at once. All the various structures mentioned are in an incomplete condition, and a failure to make the appropriation will surely increase the ultimate cost of the work.
