Rule IVf of the Committee on Agriculture, House of Representatives, requires that the minutes of business meetings and hearings be published on a periodic basis. In compliance with that rule, the minutes of business meetings and hearings from February 1, 1979, through June 28, 1979, are contained in this committee print. The committee rule follows: f. Publication of Minutes.- The Chairman of the Committee, in consultation with the Ranking Minority Member, shall cause to be published as a Committee Print on a periodic basis (and insofar as prac; ticable on a semiannual basis) the minutes of all business meetings and hearings of the Committee and any of its Subcommittees and such minutes shall include a record of the attendance of members, all recorded votes and the action on all amendments and motions relating to legis lation. -3 Thursday, February 1, 1979 Action Taken: Establishment of Quorum. Introduction of new Members of the Committee. Motion of Mr. de la Garza to authorize Chairman Foley to act for the Committee approved by unanimous voice vote. Motion of Mr. Jones (Tenn.) to approve staff travel vouchers approved by unanimous voice vote. Sebelius amendment to Committee Rules concerning proxy voting not agreed to by a show of hands vote of 8 yeas 17 nays. Motion of Mr. de la Garza to approve Conmittee Rules for the 96th Congress agreed to by a unanimous voice vote in the presence of a quorum. Motion of Mr. de la Garza to enable Chairman to appoint an Ad Hoc Subcommittee on Trade approved by a unanimous voice yote. Motion of Mr. de la Garza to enable Chairman to appoint an Ad Hoc Subcommittee on the Budget for reporting to the full Committee approved by a unanimous voice vote.
