Sec. 3. The State Board of Agriculture shall, by and with the advice and consent of the Governor, the Adjutant General and Quartermaster General, procure, at the expense of the State, all such arms, accoutrements, books and instruments, and appoint such additional professors and instructors as, in their discretion, may be necessary to carry into effect the provisions of this act: Provided, That nothing in this act shall be construed to authorize the incuring of any indebtedness against the State, or the expenditure of money beyond the appropriations made to the Agricultural College.

AN ACT making appropriation for the support of the State Agricultural College, and the State Board of Agriculture.

SECTION 1. The People of the State of Michigan enact, That there shall be and is hereby appropriated out of the State Treas. ury, the sum of nine thousand dollars for the year one thousand eight hundred and sixty-three, and the sum of nine thousand dollars for the year one thousand eight hundred and sixty-four, for the use and support of the State Agricultural College, and to pay the expenses of the State Board of Agriculture, which said moneys shall be expended under the direction and control of the said Board, so far as be may necessary, for the purposes aforesaid, and shall be drawn from the treasury on the presentation of the proper certificates of the said Board to the Auditor General, and on his warrant to the State Treasurer.
