For legal and technical reasons, it was believed desirable to print the conference documents exactly as they were issued at the conference site, except for some rewording of document titles when required for clarity. All substantive conference documents are being published, with appropriate annotations in the form of footnotes, except for a few documents which were omitted since they contained information largely duplicated in documents elsewhere in the volumes. For example, the minutes of subcommittee meetings of Committee II have been omitted since the final report of each subcommittee was believed to contain all significant information. Documents of a purely administrative nature such as guides, directories, journals, and orders of the day have also been omitted. A complete list of all documents issued at the Conference with specific references to those that have been omitted has been included as appendix 1.
